The other artwork (which can't be seen on your railmotor photo is rather unusual consisting of arms appearing from out of a cloud holding balancing scales (depicting justice I guess) and a snake, depicting healing perhaps. The GWR separated the badge during Edwardian times for some reason, and placed the artwork depicted at the top of each of the 2 cities' coat of arms which make up the GWR badge in different places on coach sides,just branding fashion I guess. the "double motto" roughly translates as "God guides us" and "virtue and work". I need to go to bed now.
